Have discovered that the 2 stage webber is not kicking into 2nd stage as there is not enough throttle as yet but a trip to caloundra and back on one throught is running 17liters to the 100k tops out on the flat at 110k's so very lost at present as to what to do next?

Sounds like it is leaning out big time to me. May seem stupid to increase jet size to get better economy, but you'll get the power with the right mixture. If it's good to about 3000rpm then flat after that, secondary is way too lean. If it struggles the whole way, both barrels may be too lean.
If it's the other way and to rich, it will feel really heavy, deep sounding and have smoke out the exhaust from too much fuel. It would be easy to tell if this was the case.
Once your linkages are right, try what I've mentioned above.

Heavy blows smoke and very black exhaust ...added a bit of string to pull at full speed (extra pull on carby) and it sounded very deep on the run to 120+
But the MR webber guy here on the coast says it is the correct jets for the 4K 1300 motor.
it is so leaned out that if you stop after a small run needs choke to start again.
Maby I get another carby (ORG)

I would check that the distributor isn't a tooth out, if dh is right and you should be getting 8degs one tooth is probably 3 degs, or your distributor is 180 deg out, I have been caught out by both in the the past

Now I am even more confused .
Will ring the poor bloke at recarb again and find out what he put in it 3rd time down there
and what the 40 jet in my wallet is (bigger or smaller than the mix screw in there as I am still making black paint at the exhaust end.
